We had these or something very similar 30 years ago.
There was a small section with a ball bearing valve that worked the same way. You jiggle it up & down & the bearing acts as a non return valve.
Didn't always work though, so sucking was sometimes still required.

It's easy to siphon fuel without sucking or using fangled non-return valve gizmos. You just need two lengths of hose, one long enough to go from tank to receptacle and the other about 18'' long, -and a piece of rag (a t shirt will do). Simply put the end of the long hose into the tank and the other end into the receptacle where the fuel is going to go and then put one end of the short hose into the tank. Then take your rag and push it into the tank hole making a nice airtight seal (or near enough) and blow hard into the other end of the short hose. Blowing pressurizes the inside of the tank and forces fuel out via the long hose, this is easy if you use the sort of hose used for brake bleeding but if you are in a hurry and have plenty of puff you can even use a garden hose to get the fuel out.
