Is there one ?

ie, where, upon request, they will remove invoices for parcels to non EU countries, and I can declare my own customs value.

I normally buy from the US, but with the recent purchase of a Ducati, there's some stuff that's cheaper/more obtainable in Italy and some other EU countries.

Yes, there is. I have been buying motorcycle parts from Italy for the last couple of years and have them forwarded to me or directly to my customers in Malaysia and even rural Thailand. I would say forwarding is the easiest bit, I personally use this service which suits my needs fine www.sourcingitaly.com but there must be others, the difficult part is finding the right website and reputable sellers if you’re buying privately, I noticed some websites (like subito.it for instance) they put nominal prices then ask you for more when you contact them, so this makes it difficult for me to tell my customers the final price once I take into account domestic shipping, international shipping, and forwarding service, although I must say this is mostly true for Vespa parts as it seems to be in such a high demand that sellers name their own prices.
I have never used Shipito as I deal mostly in scooters and Italian and UK motorcycles and accessories so I can’t compare exactly, but I probably will give it a go some day. If anyone could suggest what's worth buying (and make a profit by selling it) in the US feel free to share, I'm always up for new ideas to expand the trade.
