Renting a bike in Laos - Possible for tourists?

Hi,

While reading other peoples travelreport i came across the information that tourists are not allowed to rent a bike in Laos because they coused to many accedents. In other forums people told me this rule is old and nowerdays even tourists can rent bikes again. Is that true?
