Letter of Residence office?

Can anyone please give me clear concise directions in English language (that means NO GPS coords thank you) to the new Chiang Mai LoR Immigration Police office? The girl at the old place said "You know the road to San Kamphaeng? It's at the Promenade Shopping Mall"

Just done a tank of scooter gas going up the 1317 and back the 1006 and couldn't find a dicky-bird!
