A French lout riding a scooter recklessly on the road up to Doi Suthep in Suthep Subdistrict, Chiang Mai, was charged by police, after the event was recorded and posted on social media.

On October 19, Chiang Mai tourist police officers, in cooperation with Phuping Ratchaniwet Police Station, tracked down and investigated the incident. They identified the man in the clip as Mr Hugo, a 21-year-old French national. Officials located him at his accommodation in Suthep Subdistrict, Chiang Mai Province, along with the motorcycle and clothing worn on the day of the incident.

During questioning, the French tourist admitted that on the day of the incident, he drove to the Rincome Hotel intersection and met a group of motorcyclists. They invited each other to ride up Doi Suthep recklessly, intentionally performing the stunts seen in the images to entertain their group of friends.

Police officers then charged Hugo with driving without a license and reckless driving without regard for others’ safety.

No, it wasn't one of our rental scooters from Rider's Corner. The first question our staff asks is "do you have a motorcycle licence?" A surprisingly large number lie. For those of you interested in liars, do some research on Neuro Linguistic Programming. Not in its depths, as its a pseudoscience, but in general, for its ability to help spot a liar.... but that's a topic for another day. We will not rent even a scooter to anyone without a motorcycle licence. Plenty of places still do.

A friend was in at the DLT renewing his Thai licences and had to sit through the video that pointed out the penalty for riding without a licence is now a fine of up to 2,000 baht and/or one month in gaol (jail). The responses from punters when you tell them that varies.... with about one in ten taking it seriously, the rest just wanting a bike. Nope....
 
Several cop stops around Chiang Mai were in action yesterday, Oct 24. Interesting was one poster recounting his having been fined 500 baht for not having an INTERNATIONAL DRIVING PERMIT or THAI Driving License (motorcycle endorsed). Interestingly, the polite officer verbally told the offender that he had seven days from the date of the ticket/fine to get things right (as in a grace period).

In my home country the cop would have called for a tow truck and impounded the motorcycle, the driver could walk from the cop stop if he wasn't put in the back seat of a cop car and hauled off the the slammer for whatever the cop wanted to write up (they have a long list of possibilities).

As for the Frenchie doing the foolishness above: That'd be a DUI or DWI if tested quick enough, a ticket for reckless driving, no helmet and possibly impounding the scooter, plus the option of some time in the city/county slammer.
