Saw this the other day while riding, best we could come up with it was intended to slip over a rear tyre for traction.

The loops on the right are 100% visibly open all the way through . The loops on the left also look open but harder to get 100 % confirm.

Ahh.... that confirms it. It's a wigwam for a goose's bridle

It looks to me that this was wrapped on the outside of a Honda Wave tire in rainy season to get up muddy hills, kind of like a sand scoop tire.

I haven't seen them do that... but it seems feasible. I've seen them use wire rope to gain traction though.

You look at the way its been cut away, looks perfect to fit on the outside of another tire.
